A question for students of Indian politics -

Why has there not been a campaign for "proportional representation" in Indian politics? In the present scenario, parties like Congress and maybe even BSP have the most to gain from such a system

Yet they have never brought it up
The BJP which is usually pretty efficient at converting votes to seats, has very little to gain from "proportional representation"

So I understand them not bringing it up.
But a party like BSP has a LOT to gain, with its fairly high vote share. Based on 2014 results, BSP would have 22 seats in a proportional representation set-up
IN the long run as Congress decline continues, and BJP becomes more strong down South, proportional representation will also be to BJP's advantage.

It will be to the detriment mostly of South Indian and other regional parties which get 0% votes outside their own state
