Giuliani is starting to cast internal polling data as the most inaccurate for a reason - to seed that narrative in advance of revelations that the polling data handed off from Manafort to Kilimnik/Deripaska was used to skew the data used by @HillaryClinton's campaign.
That made the Clinton camp think she had more than enough support, so it wasn't necessary to visit the swing states she eventually lost.

Plus, by ramping up ads buys in the Rust Belt, he reinforced the Clinton camp's preconception that they were significantly ahead, to keep them from expending more effort in the region.
AND they could claim Clinton didn't care about the region, defrauding voters in those states,

So Giuliani is seeding the narrative that the Clinton camp 'cooked' the polling data to make her 'feel good' because the evidence has not yet come out about how Russian agents interfered and *fraudulently impersonated Americans* to make polling data in those states worthless.
Of course, that's not the only thing they did together, but I believe it's one of at least two key ways in which the Trump camp worked directly with the Russians to manipulate populations in those states.
And it's the one where hard evidence is easiest to come by. 😈

P.S.: polling data is no longer just uses info you get from calling people on the phone and asking questions.
