The Homestead Act of 1862, for goodness sake, was less than 1500 words and set in motion 1.6 million individual claims on land, nearly ten percent of all government held property, for a total of 420,000 square miles of territory. There have got to be a dozen legislators on Hill.
Provide for the barriers, provide for the @robportman border security endowment, regularize everyone in the country without permission who can make a case to county level boards, sever family migration from this group, perhaps expand merit visas, and do it in 8 sections like the
Homestead Act. Paralysis comes from overthinking and from fear, not of the base in both parties, but of the fringe. Legitimate reformers like @SenTomCotton @LindseyGrahamSC and Portman and 3 counterparts from Ds along w/ smart House Ds and Rs like Jim McGovern can get this done.
