If this is based on signs from North Korea, my guess is the following sequence: US gives end-of-war declaration; North Korea moves on a “significant” step at Yongbyon (dismantle 5 MWe maybe); U.S. pulls back some unilateral sanctions.
Dismantlement of a decades-old reactor at Yongbyon would not constitute anything close to a “strategic decision to give up nuclear weapons,” but it’d be a more significant gesture than anything we got in 2018.
The timing here might be slow, too. End-of-war declaration might happen at the 2nd summit, with the other steps to follow throughout the rest of the year. (Along with inspectors/observers going to Sohae/Punggye-ri.)
