This is the scene at @RepKendraHorn’s first town hall of her career, in northwest Oklahoma City. There are about 100 people here. I’ll tweet at times over the next couple of hours. #okpol
“We’ve been in sort of a unique time," Horn says of her first three weeks. The crowd laughs. “That’s sort of an understatement, right?”

"We should never be using our federal employees as pawns in any disagreement," she says, her first clap line of the day. #okpol
“I think we have to put everything on the table and we have to listen to the experts” on securing the border, Horn says. A "combination” of tactics are needed.

She touts legislation she co-sponsored with Reps. Mullin and Cole, both Republicans, to fund Indian Health Service.
“Just to be clear, I voted for that,” Horn says of backpay for federal workers. There have been some criticisms by House Republicans on that.

It's a very friendly crowd here in Oklahoma City, though there is a guy in a MAGA hat in the back of the room recording with his phone.
Q about Violence Against Women Act authorization. Horn says it will be reintroduced, she will support it.

Q about Title X and abortion. Horn: "We need to make sure we are providing comprehensive and affordable health care." She talks about rural health, doesn't mention abortion.
Q about Social Security and Medicare. Horn: "It is crucial that we protect both." She gets cheers for saying SS is not an entitlement program, a line she used a lot during the campaign. More cheers for saying we need to lower the cost of prescription drugs. Horn gets teary-eyed.
Q about HR 669, nuclear weapon use. Horn says she's not familiar with it but is happy to take a look. Horn turns it into an answer on the Coast Guard, who "sadly had to work without pay" during the shutdown. Horn says the Armed Services Committee is among the "least partisan."
Q about what is being done to stop Trump's declaration of a national emergency. "The Senate wasn't coming to the table," during the shutdown, Horn says. "This is not finger-pointing, this is just what happened." Horn asks constituents to reach out to all members of the delegation
"One day of a shutdown does not equal one day of delay." Horn is talking about air traffic controllers and the Monroney Aeronautical Center in south Oklahoma City. "Let's keep talks going and not shut this down," she says of the government. #okpol
Tough question about her voting 'no' on two bills giving backpay. Horn: "That's not exactly the case." She says the motions were procedural, would not have reopened the government. "My vote on that was not a vote not to pay you and I'm sorry that was communicated to you." #okpol
The man is repeating his disagreement, the first tough dialogue of the day. Horn: "I have voted repeatedly to pay you and to put you back to work." She says there were issues with the bill. "I understand your frustration and I feel it. I'm going to continue to vote to pay you."
Q about transgender ban in the military. Horn says she's "concerned" about the change. "We need to be making policy based on fact and based on the best recommendations from people who are in the services. This policy is not well thought out and is harmful to many people." #okpol
Q from the guy in the MAGA hat. He's from Oklahoma Taxpayers Unite. He says illegal immigration costs the U.S. billions. Horn: "We need to have smart, comprehensive solution" to border security. "In some places, that may mean some form of a physical barrier." Tech in other areas.
"I think the solution is some part of all of this," Horn says. Must take care of DACA and address other ongoing issues, she says. "You're not going to catch me saying I know all of the answers and it's none of this and let's just throw the border open." #okpol
Federal contractor says Trump has made offer after offer. She asks if Horn will tell Pelosi to work with Trump. Horn: "I'm frustrated too. I will tell you, I have spoken up...I am working literally every day" to reopen government. Horn says the shutdown began under GOP control.
Horn: "I am working every day and I am frustrated with you and for you. Please know I am speaking up. I am working across the aisle and I will continue to do so."

"Your frustration is warranted and it is understandable," Horn tells her.
A woman asks if Horn has worked with Lankford and can bring him to the political center. Horn says there's common ground in Lankford's work on election security. She says she's working with an unnamed Republican on criminal justice reform. #okpol
Q about a former Rep. Russell bill condemning human rights violation in Vietnam. Horn says she hasn't read it but it sounds like something she supports. Horn doesn't directly answer a follow-up question about Trump possibly deporting Vietnamese citizens. #okpol
Q about border security. Horn: "What I support is the smart use of our taxpayer dollars in the most effective way possible." She again says that includes a physical barrier in some areas. "We're getting into semantics," she says of 'wall' debate. #okpol
Yet another wall question. Horn: "There are people who are bad actors...and then there are other people who, through circumstance, are not. They're people like the Vietnamese community who came here to flee persecution." She calls for humanity in immigration policy. #okpol
Horn on the freshman class: "We've probably heard a lot of about one or two people in this class and nothing about some of the others. And that's sad." She says freshmen like Cindy Axne, D-Iowa, deserve more attention. Horn decries "noise" from "far ends of the spectrum." #okpol
Horn is asked about taxes. "Let me be clear, I don't support a 70 percent tax rate...for me, that doesn't make sense." Shouldn't put the burden on lower class "or demonize people who make money." She reiterates her opposition to 2017 tax reform. #okpol
