If you're wondering whether taking private land for a border wall is going to be contentious, consider this: The government is already in litigation with people Texas over whether it can so much as go on their property, let alone seize it. 
Here's a case DOJ filed Wednesday seeking the right to go onto somebody's land for surveying. The government says it will pay the landowner $100. There are others like this ->
