Pompeo says firmly policy has not changed: "We're going to get complete denuclearization, and only then will there be relief from the sanctions." But then suggests that applies to "core economic sanctions," while "exchanges of people, lots of other" sanctions could lift earlier.

I think the explanation is pretty clear: Trump's own uncertainty is reflected in a bureaucratic struggle. The US has clearly moved to ease its demands, but doesn't want to say so. The problem is, there seems to be no plan behind the concessions: what are they calibrated to get?
