"Special relationship" is a loose diplomatic term of art used almost exclusively by presidents to refer to US-UK relations that transcend alliance status. So much for that. foxnews.com/world/trump-pr…
Carter used the term with reference to Israel. Other uses are normally nongovernmental observers trying to play up security partnerships that are in question (Saudi, Israel, Taiwan). @MiraRappHooper would know more.
Now, Trump apparently said he and Kim had "a very special relationship." That might be true in a Dana Carvey Church Lady sense but no other. Trump is clearly getting carried away.

Why not formally codify the missile test moratorium & exchange liaison offices? Why walk away with nothing? Why not ask for disclosure & dismantlement of chemical weapons, or @ICRC visits to the Kyo-wha-so? There is a range of agreements that can make US + allies safer over time.
If you hit a wall on immediate disarmament, don't just stand there and bang your head against it. Find a way around it. The broader objective here is security and there are other paths.

2. After a series of concessions, the Trump administration is finally closing in on a reasonable approach to talks. That's for the best, but let's be clear that the concessions sapped their credibility and wasted the year of greatest promise—and they're still lacking a strategy.
3. The policy so far has been the worst of both worlds: the Trump team has continually issued unrealistic demands, then dropped them. On the other hand, there has been a tendency to grasp at what is on offer. It’s not a policy to just dismantle anything you can get your hands on.

Pompeo says firmly policy has not changed: "We're going to get complete denuclearization, and only then will there be relief from the sanctions." But then suggests that applies to "core economic sanctions," while "exchanges of people, lots of other" sanctions could lift earlier.
That would put us closer to the right ballpark. But inconsistent doublespeak remains maddening, and certainly raises serious doubts in Pyongyang. Transcript here: cnn.com/TRANSCRIPTS/19…
I think the explanation is pretty clear: Trump's own uncertainty is reflected in a bureaucratic struggle. The US has clearly moved to ease its demands, but doesn't want to say so. The problem is, there seems to be no plan behind the concessions: what are they calibrated to get?
