The public sector Equality Duty requires public bodies to give due regard for need to eliminate discrimination, advance equality of opportunity and *foster good relations* between different people.
2/Allowing organisations who only represent one group of people to influence and even write policy that affects others, without any kind of consultation or impact assessment, is likely to result in policy that is not fit for purpose.
3/ The Scottish Human Rights Commission say:

“a policy which is perceived to be either “preferential” or unfair by or to any groups could have a negative impact on good relations...This highlights the importance of a robust consultation process...
4/ ...”so that all those affected by the policy understand how the decision was arrived at”
5/ From sports to prisons to schools, a lack of consultation and impact assessment has indeed resulted in policy which is perceived as preferential and unfair and for which the decision making behind it is not always understood.
Consultations and impact assessments are not tick box exercises. They are vital to ensure that policy making is fair, transparent, and that it results in implementable policy. And they are crucial in fostering good relations between different groups. (Ends)
