HMRC being asked again about what the Brexit plan is for the Irish border. Sir Jon Thompson reduced to aplogetically reading out the pro forma: 'The govt will publish further details on its immediate temporary arrangments for trade between NI & RoI'
Jim Harra helpfully adds that there are proposals for transit procedures but they haven't been announced.
Karen Wheeler, from HMRC Border Delivery Group, says that in event of no deal on 29 March neither HMRC or NI traders could be ready.
'We will not be expecting to penalise businesses who cannot comply with the arrangements' (whatever those arrangments are)
Jim Harra: 'My main worry for day 1 is there is insufficient time for traders who wish to comply...even if we announced tomorrow what our processes are.' There we have it from HMRC's man who is responsible for operationalising whatever the govt eventually decide.

The Head of the NI Civil Service has sent an updated no-deal Brexit letter to the local parties warning of "grave" consequences which could have a "profound & long lasting impact on society."
Much content is similar to a letter David Stering wrote to Whitehall depts in December. But some of the language is tougher warning of “sharp increase in unemployment"
Also that if a no-deal exit is felt to be handled in an unfair manner then there could be "additional challenges for the police if the approach appeared to be unfair or unreasonable for some of those most affected"

This week’s reporting in Ireland about the possible shape of the UK food tariff regime in no deal has understandably focused on what it could mean for the Irish beef sector. But there are also implications for the border.
Assume the speculation is right that the UK slashes tariffs on citrus fruit (no domestic producer to support). There’s now an angle for an entrepreneur to legally import tariff free oranges into Belfast & then drive them across the border.
Our citrus fruit entrepreneur can now turn a profit by exploiting the tariff differential on the two parts of the island. If he’s ambitious maybe he wants to move his smuggled fruit further into the EU.

Former UK Perm Rep to the EU Ivan Rogers: 'If in the end this [withdrawl agreement] is politically unsellable... then we are going to have a hard border across the island of Ireland.'
'If they don't have a hard border across Ireland they're going to have to have it somewhere else - in the Irish Sea or a border between Ireland & the rest of the EU. I don't think people have though hard enough about this in the EU.'
Rogers shares the view that Ireland will retain backing of other EU 27: 'This is a really vital indication of whether the institutions will in extremis' back a small member state under pressure from a big player.

#brexit seems to be all about feeling over fact and this is especially true of the ReesMogg ERG faction of the Tory right.
I never bought the line that #brexit is about Democracy because most of the Tory right had zero enthusiasm for improving democracy in the UK few of them care about unelected house of lords the unfair FPTP electoral system or transparency on the contrary
Most of the Tory right are interested only in constitutional changes that suit them and if anything strive to be as little democratically accountable as possible.

Here are some of the key findings from the report in slide form.
First an overview of the study itself:
Rich qualitative data (online survey & focus groups) gathered across the Central Border Region. Detailed examples & viewpoints heard from people on both sides of #border.

Respondents to the survey came from across the 8 local authority areas of the Central Border Region, moreorless equally from both sides of the border. 50/50 male/female. 80% 31-65 yrs.
There were far fewer Leave-voting respondents so they got extra attention in our analysis.

First point is this speech is a plague on both houses - remainers and brexiteers - and a call for analysis based on what is possible, not on wishful thinking.

That will always lead to charges of 'defeatism', but while Rogers may be an Eeyore, he knows too much to be ignored /2

I'm currently at this #Brexit conference in Copenhagen, where the British ambassador and several #DExEU officials will be on panels with representatives of Danish trade and security. It'll be very interesting to see what's said, especially in light of May's recent Munich speech.
