Then citizen comment period.

First is Former 5th District Councilman Chuck Richardson on “Freedom of Speech.” Remember, Chuck was one of the complainants that filed suit against Agelasto for his residency question. #RVACouncil 🧜🏻‍♀️

No idea what his freedom of speech talk will entail but here is an email Paul Goldman sent out yesterday morning that refers to the “bogus Richardson solo suit.”

I’ll be interested to hear Chuck’s comments for sure. #RVACouncil 🧜🏻‍♀️

Another speaker signed up is James “JJ” Minor. President of Richmond branch of the NAACP. He is speaking on reconciliation history.

I am not sure what that will entail but remember the Richmond NAACP released a statement after Reva’s budget outburst. 🧜🏻‍♀️

FIRST.... the consent agenda:

- ORD 2019-030 permits 412 W Marshall to be turned into a 3 family home from a 2 family home.
- ORD 2019-032 permits 815 N 22nd St to be commercial on 1st floor w/ 1 dwelling on 2nd floor. #RVACouncil 🧜🏻‍♀️

- ORD 2019-033 permits 2119 E Broad to have a dwelling unit within an accessory building

- ORD 2019-034 require the History & Culture Commission to comply with city code when naming or renaming any city facility — this ordinance is co-patroned by Addison, Agelasto, and Jones.

Interesting. That ordinance makes me think back to the debate surrounding renaming the Boulevard to Arthur Ashe Boulevard. The issue had been raised that Gray didn’t follow city code. Alsosome criticism of the renaming was that it should go through this commission. #RVACouncil 🧜🏻‍♀️

There is 1 item on REGULAR AGENDA that has not been continued.

RES 2018-R103 is set to be amended and considered. It would request that the Director or of Planning and Development review to develop a process for school impact statements for new developments. #RVACouncil 🧜🏻‍♀️

That may seem like a light agenda but tomorrow is also the first day of #RVACouncil budget work sessions. The session runs from 9AM-12PM. Then there is a break and informal council starts at 4PM followed by formal session at 6PM. 🧜🏻‍♀️

This schedule may already be off as I don’t see a 1-3PM meeting on the calendar tomorrow but this is what presentations #RVACouncil is supposed to receive tomorrow. 🧜🏻‍♀️
