Shifting gears from Manafort for a moment: The judiciary's annual report indicated there was one misconduct case nationwide that led to discipline, a reprimand. It was out of the 4th Circuit, here's the order, it was about an (unnamed) magistrate judge: ca4.uscourts.gov/JCOrders/JCOrd…
The mag. judge was accused of improperly confronting a man at a gas station who was seen in her neighborhood. The man, who is black, claimed it was racial profiling. The judge denied that, and said she went up to him because a neighbor was concerned about recent burglaries
The mag. judge also denied that she invoked her position as a judge to threaten the man and say that she could call the "feds," but said she'd have to call law enforcement if the man threatened her. Two witnesses said the judge raised her voice
The order noted that the mag. judge had been the subject of temperament complaints in the past, and one district judge reported getting feedback that the mag. judge was dismissive of racial discrimination cases. The order said the temperament issues seemed to be resolved by 2016
The 4th Circuit Judicial Council did not find the evidence proved racial bias or abuse of office. But they found there was misconduct — that the judge's "aggressive obstruction" and "accusatory interrogation ... constituted harassment and created an appearance of impropriety"
The final discipline imposed was a private reprimand to the magistrate judge, which means the judge's identity remains a secret
