Details: Mueller's office submitted the report to DAG Rod Rosenstein earlier this afternoon, and Rosenstein gave it to Barr. The White House was notified at around 4:35/4:40pm, per DOJ spox, shortly before Barr's letter was sent to Congress buzzfeednews.com/article/zoetil…
