There will be lots of justified criticism that these measures should have come sooner and it is definitely true they go nowhere near far enough. There will also be a very boring debate about whether a market-based economy can deliver deep decarbonization. But...
These are hugely welcome steps that will deliver tangible and significant carbon savings and economic gains. They also hold out the promise of bolder moves in the near future. And most of all they show public, corporate, and unanswerable moral pressure can get results.
It would have been better 10 years ago, obviously, but it's not nothing.
