The civil service is a burden to many states in Nigeria. A parasite to be honest..

Last week, Fayose promoted 37,000 civil servants in Ekiti state . Ekiti state probably has over 50,000 civil servants serving a population of 2m citizens. Doing what exactly?
The civil servants consume the entire federal allocation meant for the citizens. The state's wage bill is higher than the Federal allocation.

GTbank is richer than Ekiti state in terms of revenue, Gtbank has roughly 6000 staff serving 15m customers nationwide.
Dangote is richer than Ekiti, imagine a scenerio where Dangote industries' wage bill becomes higher than its revenue, the company will cease to exist. Ekiti state budgeted 98bn for 2018, salaries will gulp 70% then the state will again borrow funds to pay these salaries.
Imagine a man with a family who employs domestic workers to take care of home then places them on wage bill higher than his income. His entire salary goes into paying the salaries of these domestic workers, he kids can neither eat nor school.
He can't pay his rent, he cannot buy clothes for his kids but he is happy paying huge salaries to his domestic worker just to take care of his house without them contributing significantly to his income. Of what benefit is a huge civil service workforce that stunts the growth..
Of what benefit is a huge civil service workforce that stunts the growth of most states and also bankrupts them?

A workforce that is less than 1% of the total population of these states gulp the entire revenue and IGR meant to develop these states as salaries.
The story is the same every where from Osun, Ekiti, Ondo, Benue, Kogi and other states that are not economically viable. These states must move away quickly from being civil service driven to private sector oriented economies.
The era of the civil service being the driving force is over, Lagos does not need a ministry of science and tech, they can easily outsource their tech programs to Andela or other tech companies. This is the ministry's mission statement -
" to employ science and technology in all activities towards improving the quality of life of Lagosians and transforming Lagos through strategic and coordinated utilisation of available resources into a developed, industrial and modern State of international stature"
Have they achieved this in any way? They simply stick to policies. The private sector can drive the programs and accelerate the needed growth in the science and tech sector in Lagos.

Ministry of environment -

Vision : “A flood- free, hygienic and beautiful Lagos.”
How efficient is this ministry after 20 years of democracy? How much has been released to the ministry in 20 years and what is the output? The most beautiful areas in Lagos including residential estates are managed by private firms with govt's intervention.
Facebook has 25,000 workers and as today, Facebook has 2.23bn monthly active users. Facebook is worth $70bn. 25000 workers driving a $70bn dollar company. In Osun state we have 35,000 workers mopping up resources and pushing the state into fiscal deficits and debts.
Increase revenue or cut the wage bill. Which ever is easier between the rock and a hard place. The governors must make a decision else they will be piling up debts for generations yet unborn in a bid to pay salaries today.
