First up, we have 3 formal awards on the docket.
1. Ms. Annie Reese, for nearly 50 years of School Crossing Guard Service #RVACouncil 🧜‍♀️
2. Ms. Dorthy Irene Height for her "national leadership and service on behalf of African American rights, and social welfare reform and economic development for black women, children & families across our nation." #RVACouncil 🧜‍♀️
3. Mr. Joseph "Joe" Taylor for "being election as a member of the National Football Foundation- College Football Hall of Fame- Class of 2019."

Next up is the consent agenda. Everything in this section will be voted on in a block. If you want to speak in favor or against an item in this section, each side will be called after they read the docket. I'm not including anything that is already continued. #RVACouncil 🧜‍♀️
ORD 2019-035: Rezone 3516 Belt Boulevard from single family residential to light industrial district.

According to the application, this has been a contractor's office since 1994 and the intent is to continue the same operations. #RVACouncil 🧜‍♀️
ORD 2019-036: Special Use Permit for 507 N. 30th St to convert an existing "concrete block structure" in the backyard of a 4 unit multifamily property into a 1 bedroom apartment.

ORD 2019-037: SUP at 700 N. 31st Street. Currently it is a vacant property with a detached garage on it. The proposal would allow the lot to be subdivided and have 6 single-family attached dwellings constructed.

There are 5 letters of support and 1 in opposition. Church Hill Association and Church Hill Central Civic Association are 2 of the letters of support. The letter of opposition expresses EIGHT concerns. #RVACouncil 🧜‍♀️

ORD 2019-038: SUP for 1113 N 32nd St (currently a vacant lot) to be turned into a 2-family detached dwelling. There are 2 documents of support. #RVACouncil 🧜‍♀️
ORD 2019-039: SUP for a sign at 6807 Midlothian Turnpike. ⬅️This is the old KMart property that is being turned into Rosie's off-track betting.

Here is the sign and the department's logic to recommend approval.
ORD 2019-076: Authorize a 16 foot utility easement on the block bound by E Leigh, N 11th, E Clay, and N 10th for a 12-inch sewer line. Basically, VCU is building a new building and they have to relocate the Alley Sewer Line and take ownership of the Deep Sewer Line. #RVACouncil🧜‍♀️
ORD 2019-077: Extend the city's lease at 4100 Hull Street for the Department of Social Services. The extension is for up to 3 years with right to terminate after 1 year for $550,315.50/year in base rent. #RVACouncil 🧜‍♀️
ORD 2019-078: Designate Birdwood Road in honor of retired Fire Chief Ronald C. Lewis
RES 2019-R011: Appoint James Osuna to serve as Inspector General
ORD 2019-R012: Set the rate of personal property tax relief for qualifying vehicles for the 2019 tax year pursuant to City Code. #RVACouncil 🧜‍♀️
That is the END of the consent agenda tomorrow. Next section will be the REGULAR agenda. Any items on the regular agenda will be called for comment individually. Again, I am leaving out anything that has already been continued. #RVACouncil 🧜‍♀️
The ONLY Regular Agenda item up for vote is RES 2019-R009 that would establish a #RVACouncil policy of a fixed % of real estate tax revenue be dedicated to the operation of Richmond Public Schools. Patrons are @thedrmikejones, @ParkerCAgelasto, & @kristenRVA. #RVACouncil 🧜‍♀️
The policy would be for council to appropriate the greater number of:
- 55.4% of estimates receipts from real estate taxes OR
- the % of estimated receipts from real estate taxes reflected in the adopted FY19-20 general fund budget

For some context, in 2016 #RVAMayor candidate Jon Baliles proposed dedicating a % of the real estate tax for schools. His proposal mimicked what was known as the "Roanoke 40."#RVACouncil 🧜‍♀️
Here is a thread from the November 1, 2018 Education Compact meeting where local funding formulas were discussed. About 3 tweets down from this one, you can be linked to another thread about the fate of the resolution Baliles proposed. #RVACouncil 🧜‍♀️

This is from the 2016 document that has been presented a few places showing local funding of other localities. You can get an idea for where this proposal % stacks up at face value against other locality's. #RVACouncil 🧜‍♀️
What does this mean? According to the Ordinance at the bottom, "an amount estimated at $156,675,638, 55.4% will be appropriated to RPS for FY 2020. Future budgets will have the same percentage dedicated." It notes this $ excludes State Sales Tax & debt service. #RVACouncil 🧜‍♀️
Pulling up #RVAMayor's budget proposal and adjusting for the noted inclusions, here are numbers for comparison:
FY17: ~$150M
FY18: ~$155M
FY19: ~$157M
FY20 proposed: ~$175M

Oh, interesting note... that ordinance was introduced at the 2/25/2019 council meeting. #RVAMayor presented his budget on 3/6/2019. It went to committee on 3/21. #RVACouncil 🧜‍♀️
Alright. That is the end of the agenda for the 3/25 meeting of #RVACouncil. I'm going to have to go listen to the 3/21 Finance and Economic Development Standing Committee meeting where this was discussed and recommended for approval to understand it better. 🧜‍♀️
I’m starting a thread on the committee meeting below. Already heard @kristenRVA note something I didn’t get out of the ordinance. If this year’s budget process changes the % allocated, it would adjust the baseline. #RVACouncil🧜🏻‍♀️

Also, my apologies for the typos above where I reference it as ORD 2019-009. It is in fact a resolution. Meaning it’s a suggestion, not mandated. 🧜🏻‍♀️
