AHCA would have allowed UNLIMITED premium hikes for pre-existing conditions. It allowed ELIMINATION of benefits for prescription drugs, hospitalization, etc.
If your insurance company charges $1 million a month surcharge because you have cancer and diabetes, and puts in place caps on how much they will pay for drugs or hospitals for you to survive, are pre-existing conditions covered?
House Republicans actually had to delete the talking point on their website that people with pre-existing conditions should never be charged more. Why? Because they changed the plan so insurers could charge UNLIMITED premiums to uninsured sick people.
While these changes gutting ACA pre-ex protections would have been left up to the states, whether to allow states to charge sick people more or deny essential benefits was a major part of the internal GOP debate in 2017.
Just one example: If your pre-existing condition is pregnancy, ACA requires that to be covered. AHCA let states eliminate maternity coverage. So that would be a pre-existing condition that would not have been covered depending on the state.
