It would seem from the history of promises in #CongressManifesto of 2004 and 2009 that rarely, if ever, anything gets fulfilled. 2004 promises were to be fulfilled in 5 years.But did not happen even in 10 years. With this background, how should 2019 promises be evaluated? 10/10
