It’s House Ways and Means budget week, #MAEdu, and I think we are due for a gif thread on what to look for!
First, I’m tracking the K-12 #mabudget accounts over here: dropbox.com/s/6t6qvso18gyv…
I’ll update that after House Ways and Means is released on Wednesday.
What are we looking for?
FIRST: what happens with Chapter 70?
(🍒)
Lots of districts looking at the minimum per pupil $ amount, course; the Governor’s budget has it at $20.
Then, what about #FBRC implementation: any bump in health insurance? Special ed?
Does the House W&M keep the progressive funding on EL tilted towards secondary? How much is that funding?
And...low income. Are we working towards lifting the poverty rate THIS year towards something more in line with #FBRC?
(We can’t keep kicking that can down the road.)
Regional transportation: regional districts survive off this line (and it is the deal!) The Governor’s budget is estimated to fund at 76%
Relatedly, rural schools funding was NOT in the Governor’s budget, though it was in FY19; does the House pick that up?
Circuit breaker...Governor’s budget is estimated to fund at 70%; there are districts where the budget stands or falls based on this.
Charter reimbursement is interesting, as the Governor boosted the line with the intent that it would “fully fund” IF his bill passes that doesn’t reimburse all districts.
Soooo...that comes to House W&M with a bump in funding already. Not fully funded, of course, provided they want to fund all districts.
We’re also still looking at a McKinney-Vento reimbursement of 37% for an item @massauditor said was a state mandate (and this needed funding).
And some annual battles: does @MassCIEA get funded by the Legislature?
Does the House disaggregate the grants the Governor annually pushes together?
Are we funding adult education more aggressively (one hopes?)
Is the House putting innovation schools back (the Governor zeroed it out; ironic, as some actual innovation is happening in public scjools, but that doesn’t get funding)?
And what happens to DESE’s line (is anyone going to fund online storage for all the spreadsheets?)?
Tune in Wednesday! #mabudget #MAEdu #FBRC #mapoli
