In Rio de Janeiro, last Sunday, soldiers at a roadblock killed musician Evaldo Rosa, firing 80+ bullets at the car he was in with his family.

IMO, the main question is: why were soldiers there in the first place? More details and amateur #OSINT below 1/9

It's a fundamental question: as that roadblock is part of Army's core activities, the soldiers who killed Evaldo will be judged by military justice, rather than standard ('civilian'). And military justice can be less transparent & more lenient 2/9

Reports from @OGlobo_Rio @TheInterceptBr claim the roadblock was located in Estrada do Camboatá, a road that runs through northern Deodoro neighbourhood, up to the local swimming pool (red marker below) 3/9
In particular, this @UOLNoticias report locates the roadblock next to the pool. Some geolocating I did based on witness videos seems to confirm that position. This means the roadblock was 1.2km from the official Vila Militar border, near Av. Brasil 4/9

According to the Army, as per @rafapsoares's @jornalextra piece, the roadblock was part of normal patrolling around the Vila Militar military district. Army claims that zone is considered 'military area' and thus eligible for 'preventive patrolling' 6/9

Who decides where the military area ends and where it begins? Is there any coordination between Army and police forces? Transparency is missed on this point, at least up to now. Lack of transparency means, in the long run, lack of trust in the Armed Forces 7/9
A few hours before Evaldo's killing, Army soldiers had been attacked in the nearby Favela do Muquiço. They were also conducting 'regular patrolling'. Why is the Army patrolling favelas instead of the regular police? 8/9

The favela do Muquiço is the red area. Notice the Army installations on the other side of the railroad (the small tanks in the maps' lower part). Most of those are in Deodoro, not Vila Militar. Yet, Army managed to wrestle right to patrol nearby areas out of its jurisdiction 9/9
