Council will consider calling up the North Boulder library concept plan. Carlisle asks the first question: How did this get so big? Ppl in community are concerned about costs, especially bc library needs funding
12,800 sq ft
Sloan Walbert, a planner, says she's not aware there ever was a specific size to the project. Morzel is echoing that.
Sorry, Sloane* Walbert, is the correct spelling.
Carlisle: Why was it moved from 14th Street to 13th Street?
"And why isn't anyone from the library here?"
Brautigam: The q before you tonight is, do you want to review the plans for the NoBo library? That's what we're here to talk about.
Carlisle: Since there are persons in the community who are concerned, getting our qs answered would be a good idea.
There's some talk of getting land from the mobile home park nearby for library use... not sure why or what it would be used for. But residents at the park didn't want to lose their storage area; city might be doing a land swap...?
Morzel is answering Carlisle's q about why the library was moved. "It's just a few feet to the east" of original site. Morzel was concerned about flooding in the area, so it was moved out of the floodplain.
"The library is the civic place in the North Boulder village plan. This didn't move that far, and I'm sure if we'd built it on Broadway, we'd have a whole other group of ppl saying, 'It's blocking my views, it can go somewhere else.'"
"That's not gonna happen."
Brockett also speaking in favor of the library, as is Jones: "I love the design. I think it looks fabulous. My hats off to the architects and the planners for coming up with an evocative, maybe iconic architecture."
"Maybe other architects will be so moved when they build other buildings."
No call-up of the library concept plan.

Carlisle: I'm really excited about the project, too. I just want to be sure ppl know we're listening to the other side.
Second call-up: Liquor Mart. 147 apartments and retail space.
Weaver wants to call it up. Here are his issues:
Integration into the East Bookend effort of the Civic Area
Integration into the Canyon Blvd Complete Street project
....
....Flooding issues and protection, specifically the parking structure and whether it needs to be elevated
Flooding issues relative to the residences on the lower level
Potential for on-site affordable housing
.....
... and potential to activate 15th St with retail as suggested by some Planning Board members
Young agrees in calling it up. "One of the other reasons I'd add is that the site next to it, Robb's Music, set in motion the whole examination of Canyon complete streets, civic area, etc." Not sure what she's referring to...
Carlisle has issues with the "lack of" parking: "what it is they are hoping to do and how they think that's going to be accomplished by reduction."
Nagle is concerned about "permeability: It's going from a nice one-story with Liquor Mart there to one heck of a wall."
Morzel also concerned about "mass and permeability"
Jones: Wants to see affordable units on-site.
Brockett: Personally I wouldn't call it up, but I do want to highlight a few things. Western side should contribute to 15th Street design district.
Even more issues: Per Carlisle, ingress and egress need to be handled well bc of the pedestrian traffic
From Morzel: I want ownership opportunities there.
Architect Adrian Sopher (doing the project) is speaking now.
"That was a very comprehensive list and it mirrored to a T the comments from Planning Board." It was all addressed there, so can we get different questions?
It's been four weeks since then, we can't do any work until we know what the feedback will be.
Everyone but Brockett votes to call it up.
