Michael Cullen’s article is interesting in who he attacks/labels - older pakeha New Zealanders.
IMO this is a politically very bad stance to take.

The vast majority of pakeha New Zealanders likely don’t own >1 house.
What are the actual stats?

Compare ethnicity of New Zealanders by home ownership vs relative % of New Zealanders by ethnicity.

Less than 60% of Pakeha (vs at least 74% of the population being European by ethnicity) even owned their own home in 2013.

Where are stats Cullen is using to attack older pakeha
It is very bad for Labour for Cullen to attack older Pakeha New Zeanders - as if they are responsible for failure of CGT.

The obstructors to CGT were the top 5%

It was due to a minority of the very rich protecting their wealth and insuring they can increase it, and assoc media
When trying to get stats on this I was struck once again by the outrageously partisan (presumably largely paid), ad oriented partisan display of info by Google - on a straight forward, specific search query.

We can no longer trust internet platforms for pertinent facts on search
Cullen’s article is IMO an own goal by the Labour Party

Those motivated to attack CGT were so wealthy they owned more than one house (and likely owned a great many more than 2), and did not want to curtail their profit from real estate

It was about greed not age or ethnicity
