Notes last year Singapore was #1 on global cybersecurity index, this year is #6. Notes that current #1, UK, has "nowhere to go but down."

Koh notes that Singaporean population is *very* wired.

Notes the more wired we are, the more we need to secure our networks.

Cybersecurity is like the brakes on a car "You cannot drive fast without good brakes."
Notes that Singapore is a hub for finance and trade, and therefore a high target for cyberattacks.

Also, suggests that as a small wired nation, it can be a test bed for innovation in cyber.
Runs through Singapore's cyber incident response framework, both legal and institutional.
Notes that Cyber requires an international response, calls for a rules-based cyberspace.

Says cyberspace should not be different than physical space. Notes Laws of the sea, laws governing civil airspace as analogs.

UN has convened 6 groups to propose norms of behavior in cyberspace.

Perhaps the UN isn't working the way it should be, but still best fora for the conversation.

Only at the UN can all states have a voice.
