The Wall Street Journal, which I assume is a publication you admire, says that 12% of the Report is redacted. However, because nearly all the redacted content in the Report relates to "collusion" (even the redacted material in Vol. 2), the total collusion redactions are over 20%.
1/ The Report also says a significant amount of counterintelligence info hasn't been included at *all* (not even redacted), other crimes were referred elsewhere, and various forms of deceit and artificial logistics obstacles prevented the investigation from being fully completed.
2/ So now America is called upon to determine if the Report establishes by a preponderance of the evidence a national security threat, and we're missing 20%+ of the info for a judgement, 100% of the info on *other* crimes, and some unknown stock of additional counterintelligence.
3/ And if you read pg. 10 of the Report, you'll see that there's really no way to draw any final conclusions from Volume 1 of the Report, given how deliberately Trump's minions *destroyed and hid evidence*. So yeah, we need everything we can get, info-wise: far more than we have.
4/ In other words, no, it's absolutely nothing like this.
5/ It's more like an author's greatest enemy publishes a critique of his new book in the NYT, is the only person who gets to review the entire book, then he burns the 25% of the book that's most important and hands it to you and says, "So what do *you* think of it?" No... not OK.
