Not very plausible then. Less so now.
In general: Hayek’s claim depends on a very odd and counter-intuitive notion of “power”, one that most of us would reject in the way we actually think about the world and behave in it.
To put the matter crudely: when thinking about threats to his trade ginger group, would @DanielJHannan be more worried about losing a billionaire donor unhappy with its policy stance than having to pay a small fine imposed by an official for failing to instal a fire extinguisher?
Which of the two, in any normal use of the word, has more “power” over what his ginger group does?
