Chelsea Manning is found in civil contempt by judge for second time. That means judge denied motion to quash grand jury subpoena to testify. She maintains nothing will convince her to testify before grand jury into WikiLeaks so she will likely be in jail for several months.
Additional financial penalty exists this time around for Chelsea Manning. First, she will be fined $500/day after 30 days in jail. Then after 60 days in jail she will be fined $1000/day. This is an escalation of punishment to force compliance.
The government knows Chelsea Manning has a spirit strong enough to endure several months in jail. They believe they can break her by sapping her of whatever funds she has for her legal defense and in her personal bank account.
U.S. Attorney G. Zachary Terwilliger: "As someone who received the incredible gift of a commutation, literally given 28 years of her life back, [Chelsea Manning] now refuses to simply answer questions as part of our constitutional criminal justice process."
U.S. Attorney basically argued Chelsea Manning is ungrateful for the freedom she was granted. Because she won't comply with a process that cruelly targets her and represents a political prosecution against a publisher.
