This reflects a profound lack of understanding about how messaging works on a national level. House Dems can't drive a message by passing bills everyone knows are going nowhere. Meanwhile there will be a steady drumbeat of news that makes Trump seem like he should be impeached. 
House Dem leadership seems to be trying to sell its caucus on the idea that if not for impeachment talk, we'd all be talking about health care or whatever because of their message bills. That's a bill of goods. News drives news and bills that are going nowhere aren't news.
Passing those bills is fine & good. When there's health care news like rising premiums or lawsuits, we can talk about health care and the bills will help with that. But the idea that these bills can drive the national conversation between now and the election is a total fantasy.
Trump is a lawless president who is on the verge of escaping accountability from the branch of government most immediately poised to hold him accountable. Failing to act makes him seem invincible. Put away your issue polling. This is about power & leadership, and it reverberates.
