The headline on this bombshell really misconstrues what the IRS memo actually says, which is way more interesting even than the text of the story treats it, especially if you read between the lines. washingtonpost.com/business/econo… 
Here's the relevant section. What it says, to my eye and rightly, is that executive privilege doesn't apply to things like tax returns, and can't override the disclosure law, but there may be a precedent for withholding *if they are evidence in a criminal investigation* 😉😉😉
The story explains the IRS view on privilege a bit better than the headline, but the memo's abrupt suggestion that the returns might be withholdable on the basis of an ongoing criminal investigation struck me as it's most interesting part and…a revealing thing to include.
May have glossed over it but I wish the memo had provided guidance on enforcement. My read of @DavidCayJ is that short of impeaching (etc) Treasury leaders, Congress can't do much now, but under a future administration they may face real legal jeopardy. thedailybeast.com/heres-the-law-…
