NYT ought to address this. There’s a thin argument for saying every prisoner without a cell mate is being held in solitary confinement, but that’s rly not a common usage. In addition, Manafort’s defense team had used the term misleadingly in this same way.
They’ve already dropped the term from the headline and lede, without noting the change.
