One massive wrinkle is hidden in 2.3, in that invocation of the Civil Contingency Act 2004 could trigger the un-prorogation of Parliament. Now that power can be wielded by Ministers in exceptional circumstances. Could one such circumstance be "to see off actions of a rogue PM"?

Let’s see what Boris Johnson said about it. “If people have to pay for NHS services they will value them more.” His words. Have you seen what’s going on in the US? Having a baby can cost you more than $40,000. Poor people are dying through lack of affordable healthcare. 2/11
And Jeremy Hunt? He co-authored a book, with fellow Tories including Michael Gove, called ‘Direct Democracy: An Agenda For A New Model Party'. Now I wouldn’t recommend reading it, but the contents of it should worry anyone that cares for the NHS. 3/11

Also proposing a 5% threshold to get through the 1st round of MPs' votes, requiring 16 votes; and a 10% threshold in 2nd round: 32 votes
The 8-name threshold would currently exclude Mark Harper, Kit Malthouse, Esther McVey, Rory Stewart, Andrea Leadsom (& Sam Gyimah, who doesn't have 2 nominations yet)
