I've been trying, but I'm still perplexed by the president's argument that trying to figure out whether someone broke the law is a law-enforcement function reserved to the executive. Prosecuting, sure. But obtaining information doesn't seem like enforcement to me.
But on the other hand if gathering information to figure out whether someone has broken the law counts as law-enforcement, I am pleased to discover that I and many other reporters have had a career in law-enforcement.
(I once even used a radar gun to investigate whether people were breaking the law, as @PGDougSchneider can attest. That investigation pretty readily showed people were breaking the law, but I wouldn't say I was enforcing it.)
