Hmm, this OIG report seems relevant.

An audit of the DOJ's use of "Immigration Sponsorship Programs," which sponsor foreign nationals in the US for use in investigations and prosecutions, such as confidential informants, defendants, and cooperating witnesses.

DHS found over 1,000 foreign nationals for whom they had no current information in February 2018.

The OIG found a total of 62 of them who escaped from the DOJ's control and supervision.

The report also states that between 2015 and 2017, the DOJ (and their various departments, such as FBI, ATF, DEA, US Marshalls) reported that they sponsored a total of 5,496 foreign nationals for these purposes.

These people, who are often involved with criminal activity and other criminals, are usually monitored, but some of them weren't subject to any monitoring at all.

It looks like this OIG audit focused on sponsorship by the various DOJ agencies that use these foreign nationals for ongoing investigations and prosecutions.

Here are the various types of applications they use to obtain sponsorships of these people: (see pg. 6)

- Deferred Action
- 𝗦 𝗩𝗶𝘀𝗮𝘀
- 𝗣𝗟-110 (𝗿𝗲𝗾𝘂𝗲𝘀𝘁𝗲𝗱 𝗯𝘆 𝗖𝗜𝗔)

I wonder just how many of them were used in the #Spygate investigation.

I'm not going to get into too much detail about each one, but the S Visa program looks to be associated with a State Department rewards program for people providing info terrorist orgs.

The report focused on information collected from DOJ and DHS between October 1, 2014, and September 30, 2017 (FY 2015 through FY 2017).

DHS did create a compliance unit at some point in 2016 to try to address expired sponsorships, but it wasn't until April 2017 that they started a more formal process to coordinate with the DOJ on those sponsorships.

Here's a chart of how many of those sponsorships still need to be reviewed and addressed, which includes the number of foreign nationals in each department.

In a separate matter, and for unknown reasons, the OIG looked at all foreign national sponsorship that the FBI was tracking in December 2017.

In that review, they found 7 additional foreign nationals that evaded their monitoring.

The audit also found a bunch of issues with communicating details about the sponsored foreigners between departments as well as lack of details and lack of proactive measures to make sure approvals don't lapse, etc. However, this is all supposedly being worked on.

OIG also reviewed the vetting procedures used by ATF, DEA, FBI, and USMS before they request sponsorships, and found that, in general, they did comply with the vetting procedures.
