Some reasons NYPD could say they’ve found no cases of bias in 5 years:

-They don’t count offensive language like racial slurs as “bias.”
-If you or anyone w/ you is arrested & pleads guilty to anything, bias doesn’t count.
-Failed to even interview complainants 20% of time
Some more reasons the NYPD could announce a statistically impossible result of no bias in 5 years:

-Unsubstantiated doesn’t mean “unfounded.” Just means conflicting evidence. A denial can be sufficient.
-NYPD often found no “bias” bc officer was the same race!

A sizeable number of reports of “biased policing” were closed because the complainant was listed as “unavailable” due to incarceration, but *when they were incarcerated on Rikers Island or other jail within NYC.*
This feels like getting every single question wrong on a several thousand question multiple choice test. You have to know all the “right” answers to fail that miserably. In short, the NYPD developed policies & practices ensuring it would be impossible to find “biased policing.”
Also keep in mind: Reports of "biased policing" the NYPD supposedly "reviewed," were only those where people affirmatively complained. Did not, for example, address NYPD's widely known, racist & targeted law enforcement of Black & Latino people in only certain neighborhoods.
