When Twitter went down for about an hour earlier this afternoon, some folks made the observation that the outage took place at the same time as the "social media summit" at the White House.

We downloaded tweets containing "social", "media", "summit", "Twitter", and "down", "offline", or "outage." After filtering out false positives, we ended up with 1636 tweets from 1571 accounts. A few lucky souls fired off their tweets as the site was crashing. Where'd this start?
Here are the first 20 accounts to tweet (retweets not included) about the Twitter outage happening concurrently with the "summit". The tweets are a mix of neutral observations, jokes, and veiled suggestions of the timing being deliberate on Twitter's part.
Retweet network(s) for the social media summit/Twitter outage tweets. This traffic forms several discrete networks, the largest being a set of right-wing accounts (including @Project_Veritas, whose founder @JamesOKeefeIII attended the summit in question.)
What media sites accompany tweets about Twitter going down during the "social media summit"? Gateway Pundit, The Verge, and RT/Russia Today are the most common; a smorgasbord of mainstream sites along with Infowars and Reddit round out the remainder.
