Migrants who come to the border and seek asylum won't be turned away. They will still receive an initial screening (which the admin is trying to speed up) and will have the ability to apply for protection through other methods.
All of this to say, as one former DHS official pointed out --- this won't do anything to fix the resource issue at the border.
