Here's a reminder that the findings of investigations depends ultimately upon the level of proof said investigation is expected to use. "Beyond reasonable doubt" = highest level of proof. "Preponderance of the evidence" = a far lower level of proof.
Intel operations, by their very nature, make it very difficult to get a case that is "beyond reasonable doubt". This is to be expected given that you're working in the domain of highly opaque agencies that really know how to cover their tracks.
So when Mueller says that he couldn't establish collusion between the Trump campaign and Russia (or other intel agencies), remember that he's talking about a much higher level of proof that is reasonable for intel operations. In the intel realm, the collusion is a given.
