I don't think Johnson can meet Merkel, Macron and so on, as would be usual at this point, because he'll be told on camera that the deal is non-negotiable. And people will notice.
The entire government is literally a charade. The central policy, and its reason for existence, is a falsehood. (Of course the opposition also engage in this fantasy that it could renegotiate the Withrdrawal Agreement, but that isn't serious.)
Hence, I assume, the trip Scotland. I'd also expect Johnson to meet world leaders other than those of the EU27 (a quick visit to Trump?) It is to distract from his not meeting with the EU27 on the central policy of his government.
It isn't a government in the usual sense. It is, we have to assume, a performance being put on for the purpose of winning an election (but then what?).
The only alternative that I can see to this "government as performance art" theory is that Johnson, Raab et al are *astonishingly* stupid.
