How many of you heard of a person by name Partha Roy Burman? His kidnap on 25 July 2001 led to a chain of events(some of which are already planned) which shaped the modern world massively. His ransom money was used to fund WTC Tower attacks. 
America attacked Afghanistan where the perpetrator Osama bin Laden is housed. He was cornered and was to be killed on 13 Dec 2001. How was he saved? By diverting the attention by attacking Indian Parliament. This allowed Pakistan to withdraw its' troops and allow Laden to escape.
America was actually ready to snuff him off.
Laden is saved but, there is a new problem now. Situation on Indian border is turning now. Let's plan for something else. Clearly, the attack at Godhra is preplanned.
Whether it is deliberate or political opportunism, the fact is that Congress didn't help Modi, either in unravelling the conspiracy or by helping control the riots.
Madhya Pradesh under Digvijay Singh is specifically questioned. It is important to note, it's the same Digvijay Singh who leads Congress charge against Modi over Gujarat Riots.
Clearly, it turned out to be a Hindu-Muslim issue cutting across party lines, though only BJP is targetted.
Who can even forget this man, one of the main perpetrators of the train burning at Godhra? It is worth noting that Farooq Bhana was a Congress Corporator from Godhra.
So, how is this directly related to the tensions on the border? Ahmedabad Garrison was on the border and had to be recalled.
Clearly, whoever planned this, planned it with this view. It is alleged many a time, these attacks were to divert Indian attention from the border.
And by the time they returned back to the border, the advantage is gone. And Pakistan proved that as much.
Was Gujarat a random choice or was it deliberately selected? May be, this can answer us?
