This appears to be a case of two "good guys with guns" spooking each other, and that's honestly one of the better case scenarios with open carry.
A good guy with a gun can stop another good guy with a gun no problem, because they're both good guys and don't want to hurt anyone.

The bad guy opens fire and hits a whole crowd of people before the good guy takes one careful shot.
I mean, we saw that at The Pulse, we saw that in Dayton, we see that everytime there's a mass shooting with cops or armed security (which is frequently also cops) on the scene.

Body count approaching or exceeding the double digits because it's easier to be a bad guy with a gun.
And what's worse than a bad guy with a gun or two good guys with guns is when you get multiple people who want to be heroes with guns.

We are sooner or later going to have a mass shooting squared or cubed, as people start drawing on whoever has a gun.
