This is a classic Warren story, there are a dozen more like it, involving outside-inside strategies to get things done. You don't hear about them until years later, but I might as well mention a couple. buzzfeednews.com/article/mollyh…
The first is in my book Chain of Title. There was a random bill passed by voice vote in Congress in 2010 that activists feared would have retroactively made bunches of false documents presumptively valid. Brunner refers to then-OH Sec of State Jennifer Brunner.
Warren was working as an assistant to the president, standing up the CFPB. I can confirm that she got Obama to veto the bill, only the second in his first 6 years in office. Brunner met with her soon after.
Another more famous one is the campaign to keep Larry Summers out of the Federal Reserve chair position. There were others involved in that but none more important to the cause than Warren. All behind the scenes, almost none of it in public. huffpost.com/entry/elizabet…
A third is that Warren quietly met with the Postmaster General, Margaret Brennan, to get her to live up to the bargaining commitment with the American Postal Workers Union and initiate postal banking pilot programs. That hasn't paid off... yet. inthesetimes.com/working/entry/…
None of these are stories you can really boast about in a campaign setting. They are mostly off the radar efforts to improve policy, mostly on behalf of activists and working people. Warren does these things all the time.
It's probably a better lens through which to determine how Warren and Sanders approach policy. One works quietly on the inside (though with activist support available), the other uses the bully pulpit. Both are strategies for presidents. They're quite different however.
