California recently repealed an 1872 law that made it a misdemeanor, subject to a fine, for any citizen to refuse to join a law enforcement "posse" or turn down an officer's request for assistance in making an arrest: nytimes.com/2019/09/06/us/…
Law enforcement posses have historically been used against marginalized & disenfranchised people. Northern citizens were forced to capture people trying to escape slavery in the 1850s. An Alabama posse beat civil rights marchers alongside state troopers on Bloody Sunday in Selma.
In 2014, a California sheriff asked two neighbors to investigate a 911 call from next door. They walked in on a murder scene and were attacked. The county successfully cited the posse law as legal justification.
California's posse law had otherwise fallen into disuse over recent years. Gov. Gavin Newsom signed a bill removing it from the books on August 30. Residents no longer need to worry about being involuntarily drafted into law enforcement.
