Figured out save encryption like a half hour ago.

At a quick glance, #Borderlands3 save data is a protobuf again.
#Borderlands3 save data is in fact using protobufs. It's also using regular protobufs rather than the lite version.
Also I recovered the encryption key for the #Borderlands3 .pak files.
Now tracking #Borderlands3 protobuf message types on GitHub: github.com/gibbed/Borderl… (this is only useful for developers).
