According to @RepAdamSchiff, a whistleblower lodged an urgent complaint about wrongdoing within the Intelligence Community. intelligence.house.gov/news/documents…
The acting director of national intelligence (Coats stepped down and Ratcliffe flamed out), a man named Joseph Maguire, was required to share the whistleblower's complaint with the congressional intelligence committees.
"The Acting DNI was required by statute to submit the complaint to the congressional intelligence committees more than 10 days – but he refuses to do so," Schiff says.
The delay raises "serious concerns that the whistleblower complaint is being withheld to protect the President or other Administration officials."
So, Schiff has issued a subpoena to compel Maguire to send the whistleblower's complaint to the committee.

If he doesn't comply, the Committee plans to require Maguire to appear before the Committee in an open hearing on Thursday, September 19, 2019.
This all started on September 9, when the Intelligence Community inspector general transmitted a letter to the Schiff's committee notifying it of the existence of a whistleblower complaint.
On September 13, Schiff received a letter from Maguire declining Schiff's request, saying the complaint involves confidentially and potentially privileged communications by persons outside the Intelligence Community.
In his letter tonight to Maguire, Schiff says, "As Acting Director of National Intelligence, you have neither the legal authority nor the discretion to overrule a determination by the IC IG."
Schiff's letter also reveals that Maguire consulted the Justice Department about what to do "in a further departure from the statute."
"The Committee can only conclude, based on this remarkable confluence of factors, that the serious misconduct at issue involves the President of the United States and/or other senior White House or Administration officials."

Two more details revealed in Schiff's Sept. 10 letter:

The whistleblower 1st filed the compliant with the IC inspector general on Aug. 12

On Aug. 26, the IC inspector general, shared the complaint (intended for Congress) w/ the acting director of national intelligence.
Between August 26 and Sept. 10, the House Intelligence Committee learned that the acting director of national intelligence was withholding this complaint, prompting Schiff to write his Sept. 10 letter.

To those asking: Why doesn't the whistleblower go directly to Congress?

The person would risk getting fired and/or prosecuted depending upon what he/she's disclosing.

This IC whistleblower is trying to sound the alarm lawfully. This is the process in place to do that.

Maguire is a retired Navy SEAL, who worked at Booz Allen and then as CEO of the Special Operations Warrior Foundation. He then became the director of the National Counterterrorism Center before becoming acting DNI.
