Trump’s interaction with the foreign leader [Putin? MBS?] included a "promise" that was so troubling it prompted a US intelligence community official to file the formal whistleblower complaint that spurred standoff between spy chief and Congress.

The whistleblower complaint from the US IC official was filed on Aug 12. White House records show that Trump had conversations with at least 5 foreign leaders in the preceding 5 weeks. Among them was a call with Putin on July 31.
