Ok, let's look at the raw footage. Here's Kelvin Whelly describing meeting with Senator Warren. The audience (press and onlookers) were laughing, prompting even Whelly to chuckle.

Wohl claimed that he wasn't "alleging anything criminal here" but indeed presented this marine as having been paid for sex by Warren, a crime in all states but Nevada.
