The important thing to remember about socialism is that it doesn't "reduce" costs - it HIDES them. The socialist robs you blind while promising you "free" stuff. They love to shift costs into the private sector with mandates so they can blame Evil Corporations for robbing you.
They've mastered the art of getting Big Business to go along with this ridiculous keyfabe act by promising it market protection and guaranteed income. For the right price, Big Business is happy to play the bad guy in this staged wrestling match.
The Democrats currently trying to trick you into socialized medicine are presenting it as the "fix" for Obamacare, which was ALSO supposed to magically reduce costs without compromising quality, and utterly failed. The reverse happened, and it would happen with the new schemes.
Remember, Obama's big "if you like your plan, you can keep your plan" lie was premised on the idea his Obamacare plans would be so cheap and awesome that people would voluntarily abandon private sector insurance to embrace them.
These Big Government schemes don't reduce costs for the simple reason that driving down the cost of an expensive, complex product like medicine is really hard and requires powerful incentives. Big Gov is utterly lacking in those incentives.
Right now everyone in Washington is telling you there isn't an ounce of fat to be trimmed from the federal budget. The socialized medicine schemes offer no offsetting cuts in other spending to finance their insanely expensive plans. No, they'll just force you to pay more taxes.
Under socialism, cost is utterly divorced from PRICE. Big Gov can't lose any "customers" by jacking its prices (taxes) up. The customers are forced at gunpoint to pay. Some can be forced to pay double, triple, tenfold, a hundredfold while others get discounts and free rides.
So no, the costs won't go down under Medicare for All or whatever they call it. They'll go up, and up, and up - and so will the price we pay in direct taxes, hidden taxes, and reduced quality. And YOU won't have a damn thing to say about it, ever again. /end
