Key things I’ll be interested in when WAB is published later today:

(a) how does it propose to meet/replace the requirements for ratifying the WA

(b) what role does it give Parliament in the next phase of the negotiations

(c) how is UK negotiating mandate constrained

(1/x)
(d) how is the effect of the ECA preserved to deliver the transition period

(e) how does it treat developments in EU law before it is “retained” as UK law post transition

(f) what status is given to the WA in domestic law (the Article 4 question)

(2/x)
(g) what if any provisions are included about Parliamentary sovereignty and what legal significance do they have

(h) how many Henry VIII powers proposed, how widely are they drawn and can they credibly be more narrowly drawn

(i) what oversight will Parliament have on SIs

(3/x)
(j) what powers and roles will be given to the devolved legislatures and authorities

(k) what kind of say will Parliament/MPs get over when, whether and for how long to seek to extend the transition period beyond 2020 if not future relationship treaty is in place

(4/x)
(l) how well do the provisions on citizens’ rights actually implement the commitments made in the Withdrawal Agreement itself

(m) what will Parliament’s role be in any proposals on non-regression for workers’ rights

(n) how is a Stormont consent mechanism to be effected

(5/5)
I forgot to add:

(o) by what mechanism(s) will the UK authorise expenditure to meet its financial obligations under the WA

(6/5)
