LIVE THREAD: on Current Political Development in #Somalia. Here is my analysis on what's happening now at the federal parliament. First some background. Deputy speaker Muudey dismissed the Parliamentary Oversight Committee last week for publishing a damning report against MoF
The report accused corruption & misappropriation for Minister of Finance Mr. Beyle. The Admin reacted by bribing several MP's in the Committee with $10k each, in addition to dismissing the committee while Speaker Mursal was away for a personal leave in Turkey.
Upon returning, Mursal wasn't happy with the infringement of the Admin in the Parliament. So, he wrote a letter yesterday reinstating the Committee & calling Muudey's move not only baseless but out of the legal bounds.
Mursal's maneuver sent very clear message to the Admin, that he's not there to take humiliation from the Presidency, let alone the PM & co. This revived the dormant opposition into a new optimism who thought for sometime that no one can confront the Presidency and its agenda
In less than 24 hrs, the Opposition groups & various caucuses in the Parliament, who disagreed with Farmajo policies, have petitioned for a motion of confidence against the President and later today submitted at the Speaker's Office, which met the requirements.
In the Motion, the MP's present a strong case against Farmajo. Here are the highlights of their argument: 1) Transgression of principles enshrined in the constitution, particularly the proceedings governing the extradition case of ONLF leader, Mr. QALBI DHAGAH
2) Violating the penal code of Somalia, including Articles from 278-280. 3) Abuse of power, in clear violation of the federal constitution, articles 87, 90, 109, & 111. 4) Subverting the checks&balance & inciting civil unrest by undermining authority of Federal Member States
Now, Muudey and Awad, who are both deputy speakers are speaking to the press about their position regarding the Motion of No-confidence against the President as filed by the Opposition groups in the Parliament. They said it has no validity because for two reasons:
Firstly, the country has no Constitutional Court to deal with political issues, & because of that, the Motion is invalid, and Secondly, the Parliament passed a proclamation in December 2017 that upheld immunity of parliamentarians in the face of political allegations
