An orbiting satellite is really an undulating balloon rising and falling with the temperature in the atmosphere hovering around 150,000 feet. The "ISS" is probably about 28 miles above sea level.

I see it now. If a balloon crashes at Roswell and they don't want people to know satellites are balloons they say it's a UFO. Once the story is live they turn around and call it a balloon. Now everyone thinks satellites are not only real but UFOs are too.
