Schools can educate and provide after-school care. Many do! We just need to enure that benefit is equally shared.
But here's a common scenario fairly affluent public schools that have nonetheless had cutbacks is that the PTA, often run by (god bless them) women who don't work outside the home as much, is that it votes to use funds raised to restore arts or etc, but not aftercare. Now...
All schools should have art and music! But it's still a choice made by people who don't NEED aftercare. Having a longer school day/guaranteed aftercare would reduce that pain on working parents and that social friction between groups of parents.
